Law on financing of campaigns for the election for the President of Montenegro, Mayor and President of the Municipality has been adopted



Yesterday on the session, Parliament of Montenegro adopted the Law on financing of campaigns for the election for the President of Montenegro, Mayor and Presidents of the Municipality. Ministry of Finances proposed the Law on behalf of the Government. The law was drafted by a working group composed of representatives of Government and Center for Monitoring, based on a model law prepared by Center for Monitoring. Last year’s Law on Financing of Political Parties, was also proposed by the Ministry of Finances based on the model developed by CEMI. Models of both laws are made as a part of a project that was supported by FOSI Montenegro.

Using the Institute of Civic Initiatives, which was abolished by the new Constitution, CEMI proposed the Law on Financing of political parties and the Law on political parties, which was supported by more than 13 000 voters. Both laws were adopted in 2004. Projects that have led to the adoption of these laws were supported by USAID, USAID / ORT, FOSI and the NPA.

Law on financing of political parties, adopted in 2004. was amended in 2005. by most political parties which have violated international standards. After strong criticism, from domestic and international professional public, CEMI re-launched the process of drafting the new Law, harmonised with international standards. With the continued support of FOSI Montenegro, CEMI managed to lobby the adoption of the both laws, which, with minor amendments are models made by CEMI.
