CEMI called upon the Democratic Party of Socialists and the Croatian Civic Initiative (HGI) to amend the controversial article which stipulates the employment of members of the DPS and the HGI, and to find ways for employment of a certain number of unemployed persons, who are members of the signatory parties of the agreement.



The Monitoring Center calls upon the Democratic Party of Socialists and the Croatian Civic Initiative to amend the controversial article which stipulates the employment of members of the DPS and the HGI, and finding ways for hiring a certain number of unemployed persons, who are members of the signatory parties of the agreement. "It is ethically unacceptable and contrary to the positive Montenegrin regulations that employment is the criterion of party affiliation.

We believe that you will give up the provisions of this Agreement, and thus clearly express the view that party affiliation may not be either qualifying nor entrance requirement for the employment. This paragraph would mean that the ruling coalition is not ready to comply with international standards.

We call upon the Democratic Party of Socialists, to give up this part of the agreement and does not violate the Ethics Charter and the principles of the Declaration of the Socialist International, considering that you are their full member. Your membership in the Socialist International, is committing to respect the ethical charter, whereas a violation of Ethical Charter is sanctioned by the Ethics Committee of the Socialist International.

We believe that accepting this provision, is unacceptable from the ethical standpoint, but also from the view of fulfilling the obligations that you undertook in the membership of the world socialist family. At CEMI, we are sure that this failure is going to be disposed and the coalition agreement will be complied with applicable laws and documents of the Socialist International.
