The Monitoring Center - CEMI is a nongovernmental, non-profitable organization founded in March 2000, whose main goal is to provide infrastructural and expert support for continuous monitoring of total process of transition which is in course in Montenegro.

Mission and goals of The Monitoring Center CEMI

Vision of CEMI is Montenegro - land of freedom, welfare, good governance
and opportunities..
Mission of CEMI is promoting and advocating values of an open society and
good governance in Montenegro.
Main goals:
- election process observation
- reform of legislation in Montenegro
- monitoring of respecting political rights and freedoms in Montenegro
- monitoring of respecting and implementing Montenegrin Laws and Constitution
- monitoring of transitional processes
- protection of human rights and freedoms
- promotion of civil society values and ideas among citizens of Montenegro.
Bodies of CEMI are: general assembly of members, governing board, executive director, arbitrary commission and the program council. One of the most important reasons for CEMI's success is its openness towards every citizen that expresses the willingness to participate at its activities. The fact that proves this is a number of over 2000 mature volunteers (almost 0, 5% of citizens with voting right) are members of CEMI. This number is the best indicator of how important role CEMI plays in democratic development of Montenegro.
